Is this a scam?

  I received a text message on 1 May 2015, telling me that I had been charged S$10.00 w/GST to my Singtel account through Mobile Academy http://m.mobileacademy.com/? Sid=25608072.  Validity 7 days from today. But I did not subcribe to such service. I have subcribed to Singtel PRS barring service but Any content that is downloaded as an application from Apple App Store/Google Play (as well as all other App download platforms) are not covered under PRS Barring Service. Is this a scam?
