All P2P programs use a few well known port numbers, by tracking at these ports, you have no where to hide.

http/ftp is abit troublesome to track at this moment. Since it is commonly use for web browsing and "legitimate" downloading. If the authority going to check, they have to check everyone. Imagine the resource they have to put in to do that.
If any particular IP address show "abnormal" activities (eg large download), the authority can actually pry into your system and see what you are download.
dont use p2p or wait for the matter to settle or other method of download surface.
