HDB sure slow like siao, especially like Bishan. Rich ppl there, most can afford the cable service.

Say people in Bedok, whether they are HDB or private, they still share the same hub. Hence forth, it's not like 1 HDB block 1 hub. -

Seems like it.
With slow access to foreign access, cable is definitely lousy if you plan to use cable mainly for foreign gaming purposes.
If say, you're just purely CSing, cable would be a cheap and good choice.
