since he wants to contest a GRC, instead of doing bishan-tpy, where unseating a home affairs minister and education minister might make people uneasy, why not try tampines?
people are equally unhappy with mah bow tan. tampines and bishan-tpy have similar demographics, reasonably affluent.
most importantly, chiam has beat mah in 1984 before. who knows he might do it again.
But the risk is too big, what if mah wins?
Dont forget that there are always people not happy with this and that that effectively speaking, Chiam goes anywhere in Singapore should be able to win some votes at around one third minimally, and given that Chiam is approaching his 80s, it makes people feel uneasy to choose him either, because this is a GRC, not a SMC.
Do note that the most senior powerdful one man is a walkover case since 1991. Therefore it is not counted.

compared to bishan-tpy, where he is eyeing, tampines might be easier. after all it looks like this is his final gamble.
the problem is....chiam looks senile now. Can he even stand on stage and orate when election comes?
he will lose a lot of votes just by that protrayal of a frail old man.
just do it... he got nothing to lose what...
i dun know what's chiam health condition now, but he looked frail on tv the last time...
i am sure pap will make that an issue; and heavyweight like lky will go to tampines to threaten the residents there to dun play-play...and chiam might be too weak to rebut.
