  I don't think yr neighbour is weird

  As long as they are doing it within their own space and not blocking anything or hindering people from walking, you can't do anything especially if there are no water being collected near the plants.

  Hanging your underwear along the corridor is unsightly but they have every right to do so, but if you are superstitious than it can't be helped -_-"

  but their pots is near to our flat also. then their plants have big leaves also. but they used up their corridor space though then they using our corridor space too. there is water collected actually in the small space between the ground. so like that can complain to anyone?

  The word to use is not weird.    The neighbour is being daring or shameless to hang underwear outside.      For any decent soul, it will take lots of courage for one to do so.

  u can spray some ahem on their garment like axe oil etc ...
  
  my neighbour upstair are barbarian that dont understand human language .. talk to them nicely no use .. so they force me to use watergun to spray whatever i can find on the garment they hang out ... :twisted:

  they know im the one and now they stop all the noises and dragging of furniture .. previously we call HDB , police all no use .. they just treat us like shit ..

  they force us .. they been making all those noise for yrs till we cant stand it .. they can bang the floor and drag furnitures around from 5am plus till 12 plus midnight ..
  
  but now it peaceful .. some neighbour just like to bully others .. they thought they can do whatever they want and we cant stop them .. so must show them we are not to be push around
