How to deal with this problem

I wanna ask one question, what do you all do when the player you want to buy keep fail to get a Britian passport. How?

i)Appeal decision. The game allows you to appeal once before settling the transfer.
ii)Send him out to feeder club. For Belgium/Poland, 3 years is enough to let him get an EU (European Union) passport. Thereafter, he can play for your club.
iii)Hope he gets called up by his country and play quite a number of fixtures in a year, that is, first team lineup. Also, not really sure about this, but his country must be in Fifa rank 70 and above. Then when you're confident, offer to give him a new contract. In the process, the game will also automatically apply a new work permit for him. If it goes through, the best lor. -
the problem is i cannot even buy the player, how to send my player to feeder club when he cannot attain work permit?

The sequence goes like this:
Offer to buy player --> Discuss contract --> Work permit fail --> Appeal for new work permit --> Fail again --> Choose to let the player to still join your club (but he can't play for you)
After the last one, just send him on loan (Find "Move to Affiliates") to your feeder club. And also, you can send him only during the transfer windows (ie, July 1 - Aug 31 or Jan 1 - Jan 31 for the EPL). -
Alright, i think i understand now. One more question, why does my board not allow me to buy u18 brazilians? can i persuade them to let me buy u18 brazilians?

how can i have the skin in my game? i already downloaded it, its in winrar form and i put all in skins folder, including background, skin, team shirt logo and team logo. but when i on my game, its still the old background

i have one folder which dont contain readme.txt, but i noe is a background folder..how?
