REFINEMENTS TO OVERSEAS VOTING REGISTRATION
As you may be aware, the Singapore Parliament recently passed the Parliamentary Elections (Amendment) Bill 2008 which sought to introduce refinements to the current law to facilitate more overseas Singaporeans to participate in the Singapore elections. The improvements include, among others, liberalization of the qualifying criteria, extension of the registration period and simplification of the registration procedure for overseas electors. When the changes become effective (which is expected early next year), overseas Singaporeans whose names are in the Registers of Electors in operation and who meet the revised qualifying criteria will be able to apply for registration as overseas electors online via our website (http://www.elections.gov.sg) at any time, except during the election period.

To ensure that you are eligible for registration as an overseas elector, do make sure that you have a Singapore address registered with the Immigration & Checkpoint Authority (ICA) by 31 December 2008. The Singapore address is required so that your name can be inserted or retained in the Register of Electors of a constituency when the Registers of Electors are revised. An overseas Singaporean who has changed to an overseas address may register a Singapore contact address with ICA for this purpose. You may visit the ICA website at http://www.ica.gov.sg for more information on how to register a Singapore contact address. Besides, your Singpass will be required when you apply for registration as overseas elector online via our website. You may submit an online application for your Singpass via the Singpass website at http://www.singpass.gov.sg.
