"They must be employed either as a driver in a limousine company, or be a registered owner of a chauffeured services company. Singaporeans have to be sole-proprietors, or employees of a car rental or chauffeur company."
Got say only Singaporeans bo? No rite?
"Drivers must also display their PDVLs and a tamper-evident decal which cannot be re-used once it has been removed."
Told you decals only. What clear markings for identification purpose?

Parliament: Uber, GrabCar drivers to have vocational licences; undergo background checks.
SINGAPORE - Private chauffeur drivers operating under apps such as Uber and Grab will be regulated in Singapore, to safeguard commuters' interest.
Like taxi drivers, they will be subject to medical tests and background screenings, have to attend a vocational licence course, and be put under a demerit point system.
Private-hire cars used for bookings under Uber and Grab will also have to be registered with the Land Transport Authority (LTA), and the vehicles must display a tamper-evident decal, so commuters and authorities can easily identify them.
Announcing the measures in Parliament on Tuesday (April 12), Senior Minister of State for Transport Ng Chee Meng said: "With the growth of apps like Uber and GrabCar, some basic regulations are needed to ensure that the commuters' interests, particularly safety, are taken care of."
"Today, an estimated 8,000 to 10,000 drivers provide chauffeured services during peak hours. This has effectively increased the supply of point-to-point transport services by about a third during these hours," Mr Ng said during the debate on his ministry's budget.
The new rules, which follow a six-month Government review on the private-hire car industry, are expected to kick in by the first half of next year. Drivers can make applications in June.
This will give existing Uber and GrabCar drivers here time to take and pass the Private Hire Driver's Vocational Licence (PDVL) course - a shorter, 10-hour programme compared to what taxi drivers go through.
The course will cover topics such as road and passenger safety, and regulations for chauffeured services. There is no minimum age but applicants need to hold a Class 3/3A driving licence for at least two years.
Both permanent residents and work permit holders can also apply, provided that they are employees of a chauffeur company. Singaporeans have the additional option of being a sole-proprietor of their own limousine firm to qualify.
The current taxi drivers vocational license (TDVL) system will also be tweaked, which includes cutting down the course time by more than half, from the current 60 hours to 25 hours. Plans are also for part of the course to be done via e-learning.
Mr Ng said the course will no longer focus as much on memorising the street directory for route planning - drivers will instead be taught to use GPS and online navigational tools.
Cabbies who are active with no demerit points will also be exempted from refresher courses, while there are three- and five-hour programmes tailored for cabbies who need more training.
Currently, the courses are six or nine hours long, and must be attended every six years. The new TDVL programme will take effect from next month.
Existing taxi drivers who want to become PDVL holders can also easily do so by attending a two-hour course, without the $40 application charge.

Nowadays, every night before 12 Midnight keep car liao.
Taxi drivers helped these apps build their client base years back (2014 to Feb 2016) due to the high incentives given and now the same shit is biting them back.
In life nothing is free. 没有白的。现在是还债的时候。
I didnt support these apps when the incentives is high because I know how these marketing works slowly and surely.
But these damn bloody prostitutes TDs supported them. So please dont complain that business is bad now. You asked for it.
Best if TDs can start to eat shit now due to private cars lower fares and cheaper rental
Also, waiting for the day driverless car companies come into SG to kill off this trade.
Its true many cabbies won 4d 1st prize. Some even used their winnings to pay for a new mercedes car and become private limo drivers. But knowing lkc pattern, pigs will fly before he quit as a normal cabby.

You forgot to include ", provided that they are employees of a chauffeur company."
So it means cannot be working as a salesman/construction company lorry driver/IT professional and driving as Uber or GrabCar driver.
But this one got loophole as one can easilly register as a chauffeur company, have little business and most of the employees drive as Uber or Grabcar drivers and before we know, the market would be flooded with these new foreign workers who would make us unable to get longer distance trips via call-bookings.
I advise u not to worry about foreigners coming here to snatch cabby ricebowl. Not many foreigners would be so crazy as to travel so far just to end up a cabby here.
A few days ago, I met a bangladeshi who spent 28yrs here. He is no longer your FT in the construction industry. He already got his blue ic, and runs his own small construction business.
And mind you, this is not the 1st success story i met. Dont look down on our bangala workers. They came here to sweat and endure years of hardship. And some of the hardier and smarter ones eventually became more wealthy than many many miserable cabbies.
Mr Ng said the course will no longer focus as much on memorising the street directory for route planning - drivers will instead be taught to use GPS and online navigational tools.
Since when was the course focused on memorising the street directory. The training was for us to check the street directory fast (average of below 15 seconds) if we do not know how to go to places like certain district's Police Post, polyclinic, any one of the 3000+ condos, any hotel and embassy. Also it was about identification of landmark buildings and knowing of major roads.
If they become rely on GPS type of TDs, then it is bad since heavy GPS TD users alway say "I cannot identify routes one; I totally rely on GPS".

Why complain?
You helped them 2 years ago to build up client Base.
Now they screw you….really TD are the no. 1 prostitute in Singapore.
Today in AMK attending grab pay training…knn still use bluetooth and credit vocher to entice the TDs . And the pros still bite. And they still mentioned during the training..thanks to all TDS for their support. I laughing inside my heart.
I thought Grabtaxi are helping taxi drivers to get more income? Why angry taxi driver support them?
It is the private cars Grabcar and Uberx that is fighting with the taxi share of income. Gov can just ban private car app or regulate them to the same level as taxi to be fair, but now PR can drive private car also.
