Uber, GrabCar drivers to have PDVL, background checks

Just to further clarify on the Foreigners (PR n WP) can drive Uber n Grab Car issue
There are 3 types of Private Hire Car market:
1. Grab n Uber X
2. Traditional Pte Limo (individually owned like many ex taxi drivers who buy their own Viano n operate limo services on their own)
3. Traditional Limo Companies like San Tours, RMG Travel, etc... - these companies limo drivers are "Employed" on salary.
What MOT announced is for 1 n 2 services, drivers must set up sole proprietor transport company. Before the regulation, PR also can set up.
With this NEW regulations, ONLY SINGAPOREAN can set up.Sole Proprietor company PR and WP CANNOT.
So technically, they can't be uber or Grab driver.
Now when MOT said foreigner can also drive Pte Hire Vehicle - it is meant to be if you are "Employed - paid a salary by a transport Limo company".
So like San Tours or RMG, they may employed a PR to drive because their business already existed for more than 20 years.

Yesterday, several of our key leaders met Minister Ng Chee Meng n was briefed on the new regulations on Pte Hire Vehicle. He will be making announcement on 12 April 2016.
He can tell us the details but generally, most of the key proposals from NTA accepted like:
1. Licensing and require to register with LTA like TD
2. Their vehicles will have clear markings for enforcement purpose
3. There will be minimum years of driving experience needed
4. Keep the job for Singaporean only
5. Taxi TDVL and refresher course will be lowered n reduced

it seems GOV going to allow them to co-exist with us at close prices, like that I think it'll not solve the many taxis in backyard issue

They can come up with any regulation. The question is how to enforce these regulations. I don't see what is so happy or good about those 5 things mentioned above for TDs.

since private chauffer is easing taxi woes , why correct it ?

if driving private chauffer is good or better than taxi , should go join, nobodys stopping

For those who think this is no news at all, have you been thinking only about yourself? Let me give you another perspective.
There are about 10,000 prisoners in Singapore, of which more than 2,000 are released back into society every year. Yes every year, more than 2000 ex-convicts are released from prison.
About 85% of these 10K prison inmates have either no education or only studied up to secondary school.
Around 26% of the more than 2K ex-convicts released from prison went back to their life of crime. Hey life is already hard for you cabbies. Its worse for ex-convicts right?
Out of these 10K convicts, only about 70 went to jail because of traffic offenses every year. So we dont have to worry about their driving skills.
So this private taxi business was tailor made for this class of people in my honest opinion.
Not good news to you, but remember every news always got 2 sides. Eg. death of a young person could be good news for a kidney patient, or an undertaker.
See more open, because in life, we must learn to let go of certain things.
It is very important to note the key figure of 26% of the released prisoners every year who returned to their old ways. Among these 500 of so individuals are some who probably have turned hardcore or are turning hardcore. When people become hardcore criminals, society is also partly responsible. If society keeps rejecting them, our country will have a slow but increasing number of hardcore criminals.

Private-car hire drivers operating under Uber and GrabCar will have to get a vocational licence
LTA will introduce a new Private Hire Car Driver Vocational Licencing (PDVL) framework. Like for the Taxi Driver Vocational Licence, this framework ensures that drivers providing chauffeured services undergo sufficient training on safety and the regulations for providing such services.
Applicants will also undergo background screening, and be subject to a demerit point system for errant conduct, like touting and soliciting street-hail jobs.
As per current criteria, private hire car drivers must either be employed as a driver in a limousine company, or be registered as an owner of a chauffeured services company.
For the safety of commuters, applicants for the licence must have a minimum driving experience of two years.
Taxi Driver Vocational Licence curriculum covers a substantial part of the PDVL curriculum. Hence, taxi drivers can convert their TDVL to a dual TDVL-PDVL licence. They will only need to undergo a short briefing on the chauffeured services industry and regulations unique to the industry.
The Singapore Taxi Academy will continue to be the training provider for the TDVL. LTA will decide later on who would provide the PDVL.
In order to strengthen enforcement against errant drivers, private hire cars used to provide chauffeured services will have to be registered with LTA.
The driver will also have to display a distinctive, tamper-evident decal that is visible from the vehicle’s exterior. This will also help to assure commuters that the vehicle is indeed registered with LTA.
