Except authorised vehicles bay

What is the purpose of these kind of bay? Usually found under overhead bridge or near bus stop.
Can use it for drop off/pickup or not?
The sign says no waiting except authorised vehicles, who are the authorised vehicles?
Seems a waste of money to create bays that nobody can use. Does not look like drop off/pickup bay since there are barriers around it.

TP/Police vans if spotted, they are likely on the bridge or nearby.
I do at times drop pax, just drop and go

very simple mah. These bays are for 'ah gong' and 'ah ma' toy cars.
If you are authorized, automatic you will know.
If you are asking this question, that means you got no authorization.

The only few bays you can go into and do your job are Marina Bay barrage, Marina Bay Ferry terminal, satay by the BAY, or I preferred Marina Bay Cruise Centre and Garden by the bay and collect $3 and $5 surcharges, for the rest of the bays..forget it.
