how to enable FTP?

  i need to download a file online through FTP
  how do i enable FTP setting on my Windows XP SP1?

  i thought you only need to open a command window and type "ftp "
  
  alternatively just download a gui client for this.

  or just go into windows explorer address bar and key in the address
  i.e. ftp.singnet.com.sg, etc....

  a DOS dialog box of C:\WINDOWS\System32\ftp.exe pops up & said "unknown host"

  what's the ip address?
  
  if you type the url, the dns may not be able to resolve it

  i also know some websites that blocks overseas IP address; they only allow their local IP address so kiamsap

  what is the correct format?
  is it ftp.xxx.com?
  i never try downlaoding FTP before, & juz now was my 1st attempt
