I saw someone hit my neighbour's car and act blurr!

Just now I was at the carpark and I noticed a renault when it entered the carpark. It cauught my attention as it went in the wrong way (out exit). It sped very fast in the carpark even though it is raining and the floor is wet.
As I walked in to my bike, I heard a loud bang near me.
I turn and saw that the same renault car had drove too fast while turning in the carpark and hit a Toyota Picnic parked in a parking lot.
The driver drove a bit further down and inspected his own damage. He was about to get into his own car to leave.
I stared at him. I took out my handphone and recorded his car number down. The renault driver saw me and bo pain went back at the Toyota Picnic car and took a look. I knew he is acting.
I deliberately walked towards his car and past his car with my handphone typing sms. I am sure this renault car does not stay at my place. I saw the renault car drove up the carpark. I wanted to leave a note but I knew the renault driver will come and remove it.
I am thinking shd I be a witness for the Toyota Picnic. I do not know the owner, but he is confirm to be a resident of my estate, as I saw the car very often in the carpark.
My brother was a similar victim of hit & run while he parked his car. A kind witness left a note but no contact number. The Traffic Police said without the statement of the witness, they cannot proceed based on a note.So I know the agony.
Shd I or shd I not help? -

Spotted the MPV when I came home last night.
The damage was not as bad as I tot.
But if my car I sure very heart pain one.
I left a note on the MPV last night with my email address.
But till now not mail from the owner.
My fd say the possibilty
a) The renault driver came across the note on the windscreen and removed it
b) The phamphlet / flyers distributor tot is is a rival flyer and removed it and put his own flyer
c) The driver dun need my help -
The driver replied me liao.The renault farker compensated him.
Huh Lucky I was there! If not that renault farker sure act blur and drive off
