Customer-Vendor relationship : Who got the power and say?
1. Sitoh runs the Town Council - Customer
2. EM Services engaged to run the Town Council - Vendor
3. Sitoh is a MP
Conclusion: Sitoh as a customer and MP has the power to say and decide. Unless he is being micro-manage by his vendor (EM Services) which is very unlikely.
As a MP and a customer to EM Services, if he were to pass a statement saying that he want all the current staffs to remains....there are nothing EM Services can say. But should EM Services able to rebut and counter his statement...now that is pathetic! You are not even respected by your vendors.
Transition
1. Company A buy Company B
2. Company A will acknowledge and absorb Company B staffs, profit, losses, cost etc
3. Unwanted staffs will be compensated with standard industrial package
4. Retained staffs contribution, ie leaves entitlement, years of service will be acknowledge and recognized.
Conclusion: You want your salary to match the corporate standard, then you have to following the "standard market" when it comes to compensation?
By termination their services and handed them an application form meaning they are losing their years of service and all the gained benefits from it. And even if they are re-employed the first impact - they may be offered less than their current salary, will received a pro-rated increment and bonuses as they have not complete a 1 cycle year of employment. Do your calculation in 5 and 10 years down the road, the possible loss to individual and the gain/saved by EM services.
This is a bad tactic which normally practice by "Cannot Eat - Die Die Must Eat" kinda organisation.

i think sitoh just trying to get rid of all chaim old staff and install a new team. look at jurong town coucil. what the NSP volunteer is a good example for all PAP run town council. you have to be a PAP supporters or at least a neutral otherwise, you cant work in town council irregardless whether you are employ by a subcontractors or not.
