He is a question mark.
First of all, he spent many years overseas.
Secondly, actually he is a Taiwanese national who immigrated to Singapore.
Thirdly, his wife is a foreigner (American citizen)
Fourth, he speaks with no Singorean accent whatsoever (English with American accent and Mandarin with mainland accent)
However, with all these, he strangely mention about immigration issue. Which to me is similar like he is talking about himself and how he should be deported.

At least he can speak mandarin, unlike Lee Kuan Yew.
Anyways I support a clear and consice English and Mandarin, so no complain from me from the language aspect.

He spent 30 years overseas - 3 degrees (mostly scholarships) from top universities in the US and UK. Later worked in China, Beijing as an international lawyer.
In the clip, the part where he spoke to the residence, and if you hear the clips carefully (very faint), he also spoke in simple hokkien like 'kamsia di' etc.
I hate to say this and I don't wish to offend anyone or start a flame thread here.
Singaporeans have huge pride in themselves - our language, our dialects, our habits etc.
I say it is refreshing to hear Chen speaks because he didn't speak with thick American slang - he could, you know. He also didn't speak with China heavy Beijing accent - he also could, you know.
What I heard from him is that he tried to speak in proper English and Mandarin.
To me, proper English does not mean our Singaporean accent only or at least he didn't fake Snglish or fake, hokkien laced mandarin to impress us. When he didn't fake anything so as to impress, he came across as sincere - at least to me.
He is a polished and educated man and he needs not hide, appologize or fake it. This his strength and he let it shows - without arrogance.

I sure that there are many people writing about Dr Janil Puthucheary in internet forums or blogs after PAP introduced the 1st batch of new candidates. He had became a Singapore Citizen in2008 then talent spotted by PAP to be their candidates. His father was an ex ISA detainee, but so what? If his father was an ISA detainees or not, I am sure that I will not vote for him.
If he can betrayed his father's cause, can he stand for and fight for what is right? After all he is just a 4 years old Singaporean.....
And also Foo M H, Amy Khor, KBW, Ang M S, Shammugan etc....
whatever the intellectual eloquence and credentials, lets not be blinded by such but to focus on what real changes he or she could contribute in terms of action

I like him because he is possibly the most well-spoken Mandarin speaker in the whole of Singapore political class elite.
I am fond of him.
I look forward to his Mandarin speeches in Parliament. I hope he makes some.
He is easily the most properly spoken Mandarin speaker in the whole of the Parliament, I am sure.
He will be a breath of fresh air, possibly his presence alone can have some impact on improving the local Mandarin language standards.

Stop portraying Chen as a celebrity pls! He should get down to serious consultation work like the PAP MPs instead of bowing and shaking hands as shown in the video.
Can he and does he get the same attention if he walks side-by-side with Emeritus Goh Chok Tong?
The last time Emeritus SM Goh toured Marine Parade, the crowds swarmed around him that it took him at least 30 minutes to move away.
