i coin such strange political phenomenon as "KPI" policies....meanings churning ideas (whether or not sensitive to the people) to score points for their year end appraisal by their big boss u know who

since when does the people who set the rules ever cry?
they are too busy spending their time plotting against the opposition, and thinking of ways to earn more money.
