Who is going to train them? Their supervisors! And the company expects their supervisors to deal and absorb the training of new staffs into their own workloads.
In an employer's point of view, it is important to recycle the employees and ditch the trashes that aren't productive or problematic.

Minimum wages tells me how much I must pay for a new recruited staff, no business is monopoly unless you are the GOV. Competition determine market rate with on and on factors from the economy and demand.
