So with a balcony, i believe that it not only create safety, good for women and older folks too. And when you are not drying cloth, can use the balcony for suntan or play mahjong.

We are talking about drying clothes for people living in the high rise HDB flats. Of course, there are people who live in rural areas who use ropes or lines to dry their clothes.
Indeed, there are clothes that need handwashing but these clothes are usually dried indoor or to be dried away from the sun or these clothes are sent to laundry houses for dry cleaning. The clothes that are dried on the bamboo poles are usually the normal clothings.
How many people fall in a year ? 5 people ? Who are these people ie usually new maids. By the way, there are already safe system that allows people to put their clothes on the rail indoor and then the rail is moved out of the window of the kitchen to dry the clothes under the sunny sun using a mechanical or semi-automatic system.
Do the residents of 1-room, 2-room and 3-room HDB flats can afford the luxury of the more than $10,000 balcony for drying clothes ? You are rich but these people can hardly meet their ends and yet you want them to fork out more than $10,000 for a balcony for drying clothes as compared the current method of drying the clothes using the bamboo poles whose cost is minimal.

Thats basically the reason right ? People are not willing to pay 10k out from their pocket for just some lame reason. Even you have the money, also no balcony for you It requires majority votes. If you so rich folk out for them loh, then can suntan together, why not !

If you built a balcony for $10,000 only the top floor can dry clothes in the sun and sunbathe there.
The rest of the balconies will be below and shaded from the sun.
Also you must impose the death penalty to discourage the top flat owner from instaling a roof over his balcony.
Therefore the balcony for drying clothes in HDB flats idea is one idea that is not better than the PM idea. You fail on this one.
Even if you make the balcony free and compulsory, people will curse you, for spending money unnecessarily and not giving people cash instead.
One room, two room and three room flat dwellers want cash, not balconies.

I was just wondering whether are we taken for a ride by TS. It's a strange and funny thread, but yet the responses have been quite popular so far. Frankly, in Singapore, with or without a balcony, your cloth will get dry up on a hot sunny day.
I believe that there is a co-payment for building balcony as part of an upgrading project, and as somone mentioned, it also need the resident to vote for it. For the resident part, they can pay by CPF on installment basis. With CPF rules changed, why not go for it, after all, with the new rules, you cannot withdraw CPF completely.

The question of fee should be solved by residents' voting.
If I'm not wrong, residents need not pay it (if they can't afford to pay)until they sell their flat.

one of my worker (washing lady) lives in Boon Lay 3 rooms with upgraded extension of living room+ balcony+ a sliding door in between (make it look like condo style) , the upgrading was done in somewhere 2004, cost was 16k, resident paid 6k full or by installment without interest, govt sponsor 10k. She said, at first the showroom shown a big balcony, but later upgrade already, look very small, she said it is good for drying cloth, but rainy days, water also can come in, and if you dun collect your clothing, it get wet, and also the wall get eroded easily, need to paint often. Check it out..!!

See paying $6k for upggrading which includes balcony and extention of living room.
See she says it is good for drying clothes.Rain water would of course splash in since it is a balcony -- just like most windows.
