There can be a few different ways.One way would be residents get their own hanging equipment -- or HDB provides them..Another way would be flexible poles from the railing -- quite similar to the photo.

By if you are to dry the singapore flag on national day period, I think the PAP govt will be very happy. I think TS should change his reasoning of wanting a balcony, he should tell the MP that he wanted to put up the flag of singapore on national day, so need a balcony

When they can hang their clothing outside their flats, why would they want to buy blowing machine?

The cheapest way to dry clothes is the current way of drying the clothes on the bamboo poles placed just outside the kitchen.
The main advantages are that clothes dried under the sunny sun with winds are these clothes smell nice and feel good when the clothes are being worn as compared to clothes dried inside the rooms with winds or fans have an unpleasant smell and the feel is not as good when the clothes are being worn.
It is noted that the cost of current method of drying clothes is very minimal as compared to the cost of building of a balcony for drying clothes which cost more than $10,000.
Do the residents of 1-room, 2-room, 3-room HDB flats can afford this luxury of having the more than $10,000 balcony for drying clothes as compared to their current bamboo poles method of drying clothes whose cost is very minimal?

some clothing needs handwashing and sun drying, especially so are those expensive and branded clothing, if you dump anyhow into a washing machine, the fabric may get damaged.

You are not talking sense once again. And seems like you never washed your clothes before. Clothes are supposed to be dried and not dripping with water before hanging out, how would that cause problems to people living below their flats ?
