Balcony for drying cothings in HDB flats

If HDB builds balconies for old flats, it need the support of the majority of the residents to carry out the work -- the residents have the right to vote against it if it is too expensive.So HDB would likely to offer an affordable price for building balconies.

First is whether it is viable to build new balconies in old flats?
Hence it shows that PRP has lousy ideas.

The cost won't be reduced, as the HDB will never collect less, it will collect with a profit. Or else the MBT will be replaced with someone who can make a profit.
Pay up straight away is unaffordable, for most of the poor.
Pay by 20 to 30 year instalment with interest is affordable. But they, the poor, pay more.
So those who have the money pay the exact price, those poor pay more by the affordable price.

How about this:
PRP goes to Orchard Road with a huge signboard hanging from his neck and a shotgun loaded with buckshot attached to his dick. The signboard will contain his proposal to HDB for the balcony and a caption for people who disagree with his idea to pull the trigger of the shotgun. If PRP's idea is accepted by the general public, he should get through at least for half an hour without anyone pulling the trigger otherwise his idea is totally fucked up.

1. They must accept your ideas. 2. They cannot reject your ideas.

People are known to close up the balconies.
I brough these points up.
Your proposal is a balcony solely for drying clothes. A narrow purpose, needing law to govern it.
Others, more than 4, have pointed out that it is not feasible. But you are insistent that HDB accept your idea.

There is nothing wrong with him, the wanting of a balcony to hang cloth maybe a distraction from the real purpose, the ulterior motive or so called the main can be that with a balcony, he can jump privately and more easily. -
