After a near two year hiatus, the three Singapore universities – NUS, NTU and SMU have raised the school fees again amounting to hikes of between 3 and 18 per cent for this year’s cohorts.
When interviewed by the Straits Times, Professor Tan Eng Chy, Provost of NUS said:
“The new fees remain very competitive with international programmes of distinction. The Ministry of Education will continue to subsidise the larger part of the University’s operating and capital costs.”
NTU used the same reason and explained that “those in Business programmes pay higher fees because of its seminar-style format with extensive projects, which leads to higher operation and manpower costs.”
Though the state media is quick to highlight the increase in the fees for PRs and foreigners as well to “better differentiate” them from citizens, there was no mention if the number of scholarships awarded to foreigners by the three varsities will remain the same.
Singapore has been most generous to foreign students seeking to further their tertiary education in its universities especially if they are from China and India.
A myriad of scholarships offered by the Ministry of Education and various organizations cater to the needs of these foreign students with a number of them requiring no bonds.
Some like the Khoo Teck Phuat scholarship covers the tuition fees for the entire duration of study and includes accommodation and living allowances as well.
On the other hand, Singapore students have to borrow from the bank to finance their tertiary studies and some have to work part-time in order to support themselves.
Upon graduation, they will have to compete with foreign student scholars as well as cheap foreign workers for limited jobs in the market.
The foreign students have no outstanding bank loans and need not serve National Service thereby enabling them to get a headstart in life.
After earning enough money in Singapore, they can always choose to return back to their native countries like China and India while locals remain stuck here.
The discriminatory policies that the PAP has perpetuated against Singaporeans are unlikely to change much unless they are voted out of office.
In other developed countries like Australia, Canada, New Zealand, Japan and South Korea, their governments will always take care of their own citizens first and foreigners last.
The order seems to be reversed in Singapore. It’s time for the PAP to change its name to “Foreigner Action Party” to better reflect its tremendous “contributions” to foreigners working, studying and living in Singapore.

Are they making it compulsory for the unis here to raise the fees annually?
In Taiwan, the annual fees NT$55,000 for locals and NT$140,000 for foreigners.
Convert to Singapore currency it is S$2,750 per year for Taiwanese and S$7,000 annually for foreigners. See the vast dif when compares to Singapore?
They make it look like they are doing Singaporean citizens a favour by raising fees more for PRs and foreigners.
Why not decrease fees for citizens instead?
The additional money they collect from foreign students can be used to offset the increase in fees for Singaporeans - or at least keep fees stable.
They shld also release the number of scholarship, tuition grant and financial assistance they dish out to non local students. I like to know wat is the coverage like now, if the coverage is high then wat is the point of the fee hike if in the end they end up paying the same or does not need to pay at all.
firstly: i am curious that is there a quota for the number of foriegn students entering here.
secondly: if there is no quota, then the fee hike would only point to one other direction should it does not go to further subsidise the fee of the locals studens.
The main objective is to increase revenues for the university so as to allow costs to be covered with less financial input from the government.
Can the supposedly larger increase in fees to foreigners be any compensation for the smaller increase to Singaporeans ?
The end result of this exercise is that the University is set out to achieve a determined financial goal - no matter which ever way the fee increase is apportioned between locals and foreigners.
This reflects the typical ways that the PAP government conceal the wage increases for Ministers in the package of proposals that included wage increases for Civil Servants.
If the gahment did not cock up and lose over USD40 billion in "investments", that money could give all Singaporeans free education!!!

Just hang out at the local universities and see for yourself how many foreign students are on campus - this would be a good indication of what percentage of the student population are foreigners.
Don't believe in the numbers they tell you.

Anyway, looks like in the future, a diploma / degree will be worth little in Singapore.
Chances are, quite a fair bit of graduates will end up in low waged, low skilled service sectors since these are the jobs that seem to be created in abundance in recent times.
Yes, they will probably be fighting with even cheaper foreign workers over these jobs.
Hope the casinoes work out, at least the grads can try out to be croupiers and card dealers which earn reasonably good salaries relative to the job that they are doing.
At least there is some form of straight forward career path in the casino industry - dealer to supervisor to manager in the gaming tables.
remind me of those ancient type china poor scholars...study study so hard, so knowledgeable and yet the poorest. Well, when the supply is in surplus, the cost will go down.

I reckon learning a specialized skill from the ITE will be better.
Like fixing airconditioners.
Who knows, these skilled technicians will be paid more than the uni grads next time.

And ITE is also going upstream.
From 2012 onwards, there will be only three ITE colleges left - west, central and east.
Remember its now called college, not 'its the end' or some dumping grounds names.
true, very true, on the job is now better than standing somewhere in smart tie and shirt trying hard to presenting a powerpoints when most of your audiences will be sleeping or think, "is this chap trying to Con me"

Very soon, we will be like Australia where 3 'd' jobs go begging for ppl.
And bosses are willing to pay more to these ppl than graduates.
Already now happening. Just like eagle posted the article on the guy with no 'O' level but earning 4 to 6 K per mth working as crane operator.

ITE will probably soon follow the path of the polys and universities in terms of foreigner intake.
Already, foreign students can be seen studying in the ITEs.
Might soon see a huge percentage of foreign students competing for limited places in the ITEs.
