Singaporeans come first for Govt: PM

SINGAPOREANS are top priority for the Government, which will aim to grow the economy in a way that allows all citizens to share in the benefits, Prime Minister Lee Hsien Loong has emphasised in his New Year message for 2010.
It will do this in two ways: by growing Singapore's external wing, and raising per capita income by boosting the skills level of workers.
At the same time, the Government will also 'manage and moderate' the inflow of foreign workers so that Singaporeans are not overwhelmed by the sheer numbers, he said.
2009's economic growth at minus 2.1%
QUARTER on quarter, the Singapore economy grew by 3.5 per cent from October to December, according to Prime Minister Lee Hsien Loong in his New Year message for 2010.
This is markedly lower than the 14.2 per cent achieved between July and September, and the 21.7 per cent between April and June.
The slowdown in the last quarter is, however, in line with the expectations of economists, who have anticipated that after two straight quarters of strong growth, a slump in the volatile biomedicals segment would drag down the fourth quarter figure.

The Skills Programme for Upgrading and Resilience (SPUR) introduced by the Singapore government has helped many companies retain its staff, both citizens and PRs.
SPUR allows companies to claim up to 80 per cent of the employee’s monthly salary under SPUR. About half or S$350 million of the SPUR budget has also been committed thus far. There are over 2,400 courses under SPUR.
According to CNA, SPUR is instrumental in helping 28 year old Dennis Basangan, a Singapore PR, find a new job after being unemployed for several months after leaving his previous job as an engineer.
Mr Basangan is now on an 18-month management trainee course with Hup Fatt Brothers thanks to SPUR.
“During the start of this year, because of the downturn, I actually found it difficult to find a new job, so I started to look for (jobs in the) manufacturing field. I submitted my resume (to Hup Fatt Brothers) and fortunately they hired me for the programme,” he told CNA.
SPUR does not differentiate between citizens and PRs. The Manpower Ministry lumps both citizens and PRs under the same category of “residents” in its employment figures.
As such, Singapore’s seemingly impressive unemployment rate during the economic downturn may be inflated artificially by PRs. The real percentage of citizens who are unemployed remains unknown.
Furthermore, it also does not take into account workers who have stopped looking for a job altogether or those on contract jobs who may be jobless in between their jobs.
The number of PRs versus citizens who have undergone training sponsored by SPUR is not revealed.
The Workforce Development Agency said between 1 December 2008 to 31 November 2009, 264,000 workers have committed to SPUR training.
Two-thirds have either started or completed their training. More than two-thirds are rank-and-file workers, while the rest are Professionals, Managers and Executives (PMEs).
Though the state media has given it high marks for “helping” Singaporeans keep their jobs during the economic downturn last year, whether it is an accurate reflection of the reality on the ground is debatable since any report critical of the government will be immediately censored.

SPUR is good, and it really had helped many, i send my local singaporeans staff there for training, i dun have to pay a single cents, not even their salary, and they love it, cos i heard they are paid $10/hr of training, better than what i pay them, and yet they are still employed under us and when finished their courses, you can see the different in them, some local Uncles employed, now can speak good english, good manner and also can use the computer, good for our service industry.

As for foreigners, employer have to pay the full price for the course and also no training allowances. I think govt really put Singaporean first, for those who dun appreciate it, most likely will be the first to go to hell.

If I am the manager or boss of the restaurant, I will immediately sack her. To have such a staff is a liability to the restaurant.PAP ask us to help them the PRCs integrate into our socieity. PAP can kindly advise us how to handle such a person. Smart ass pay and pay!!!

In the very statement - it is a give away that Singaporeans were never first lar. The audacity and the hypocrisy!
If it was the case - why such a new year message cos the speaker knows that it is no longer true.
The undoing of Singapore (in my opinion) is this lar - a one-party system and opening up the floodgates of so-called talents and giving away PR status and citizenships - like pieces of paper!
