He quote negative comment on growth so that the lower workforce will prepare for cut cost , no bonus things. Asking u all the be cost effective(lower pay but must still produce better result).Then he quote the positive thing so that he can prepare for electricity increase, ERP up,tax up. Claiming economic condition better. So must up with the trend. And finally declare Top civil servant like himself must go together with the uptrend of better pay to justify his bigger paycheck.
All the so call downturn and upturn is only suit to their own puspose....
So in the end. Lower workforce people suffer paycut but still need to produce same result and pay higher bills and tougher life.

Huh, I heard from news that he said there is growth but not fast one. This time I think he is being realistic as compared in the past months.
As long as he feeds us with accurate info, I have no qualms.

I am not sure who you are alluding to of having a bankrupt mind, but I do know for sure, 100 scienfically sure, that a self admitted piece of Turd , waste material that you are have no mind!
