If we will to look at singapore progression till what is it today, we dun just blame PAP for it elitism plan resulting in the ever social divide expanding years by years, the ironic here is the peoples of Singapore are to take certain blame, first, they choose the govt, mandated them to rules and create laws. If you will to ask LKY a thousand times, he would had told u the same thing, i am voted to rule. If you said that LKY is a despot or evil person, i still feel that he is brilliantly evil, for he can move Singaporeans in a way of sacrificing Political agenda in return for social economics, wealth, stable and peace. Therefore at any time, peoples are more concern about their wealth, social position, security and economic than the politic arena condition. With that in mind, he certainly have full control over the politics.
