How to keep Foreign Scholarship holders in Singapore?

Having them here is one thing.
Getting them to stay here for good is another.
A lot of Foreign scholarship holders, when given the opportunity to go to another country like USA or Australia, would jump at the chance after they finish their studies, without serving their bond.
Doesn't matter that they came here on scholarships, with the taxpayers paying for their education. There should be a way to get these foreigners to look to Singapore as a viable place to stay and work.
I remember once, there was this PRC student from Anderson JC, he left singapore secretly to go to America even though he was given a scholarship to study here. None of his teachers or fellow students knew his whereabouts until he has left Singapore.
