Jason could always reprogram sgforums to block proxies from accessing the forum. It's over the net on how he could do it.
Then the spammer would have no choice but to use his own IP if he wants to continue. If he's outside of Singapore, Jason could easily just block all IPs from that country. The spammer would have to migrate to another country to access here. If in Singapore, he can easily request our local ISP for the ownership.

then u oso block legitimate user whom used proxy to access sgf?
and beside... there is ton of proxy out there.... not mentioning ghost terminal...

Blocking can blocked the way proxies work, and not the addresses itself...

i'm on another board which has this very cool way of banning people.. the banned person doesn't even know it...
the perp's posts will only be seen by the perp.. no one else sees it as his posts are hidden from everyone else.. the mods can see the person's posts if they choose to..
like that, the perp will blissfully post and post and post rubbish while no one else sees it

I don't think starving trolls works, personally, I feel killing them in real life is a real permanent way of shutting them up forever. -

i am one of those legitimate user that used proxy when speed doesnt matters....
plus, i dun like my company to know which site i go to during work hrs...
ip: oso can spoof or be mask.....
but i think bear suggestion is a better one.... if u duno u are ban..... u might just think that other ppl only choose to ignore u....
