His posts look amazingly similar to spam from another now defunct forum.

that is why i am planning to open up a part time diploma plus course for moderators to be
i will charge around $150/module with a total of 5 modules over a period of 2 years, and they will be on attachment for 4months in sgforums and we will monitor their performance
after which maye i will find some time and oppen up another part time course in being a administrator, that one cost more

Each forumer allowed to start max two new thread in 24 hour period.
I don't think regular forumers need more than that.
