I think all the PAP does is to seek foreign relations with the governments of these foreign talents.
They really want to curry favour them as big fish to help small fish so there's inter investment policies or mutual agreement on even defence issues.
This is what politics is all about. Not as simple as what you read in the media.
But the truth is, we shall see if they are only succumbing to a leeway for foreign invasion of Singapore maybe in the next few decades...
