water is a basic necessity. everybody needs it to live. if the govt is truthful in wanting to discourage wastage, then conservation tax should only be levied after a certain amount of water is consumed. to impose conservation tax on the very first drop water used is actually a way of jacking up the price of water! also, as water is a basic necessity by overcharging it the govt has turned it into a regressive tax. the middle income and the rich will have no problem paying the inflated price but not the lower income households who have to stretch every cent.
