it schools want the funds.
In Australia ,if u want to get funds to improve your schools,
u have to invite The Australian Education Minister cum DPM
Gillard, Ms Julia MP to the Recognition ceremony!!

Branding and Recognition Requirements for all three elements of BER
To receive funding under BER, there is a requirement to recognise and acknowledge the Commonwealth’s contribution. As a minimum, schools must adhere to the procedures and requirements set out in these Guidelines.
Recognition ceremonies: Schools receiving funding under the Primary Schools for the 21st Century and the Science and Language Centres for 21st Century Secondary Schools elements of BER must hold recognition ceremonies as part of their conditions of funding:
the Deputy Prime Minister must be invited to all opening ceremonies;Besides,u have to allow her to deliver a speech!!
There are hundred of schools to be improved.
Why such a crazy condition?

She must also be offered three possible dates for the ceremony to take place, to allow her to fit the photo opportunity into her schedule.
"Ceremonies should not be scheduled on parliamentary sitting days," the funding guidelines say.
Ms Gillard said the "recognition arrangements" were broadly the same as the Howard government's.
"It seems to me cynical in the extreme for members of the Liberal Party to be claiming that they should be at events and speaking at events and recognised at events for a program they didn't support and didn't vote for," she said yesterday at an opening in Brisbane.

SG schools,whether run by gavaman,different religion
bodies(Cathloic ,Christian ,Buddists,Taoist etc)need not beg for
funds to upgrade.

Singapore govt is different, even screw up also get award and highly praised. You cannot compare govt to govt, especially sg govt, they are the special lot that have achieved alot of Nos 1 top spot in world govt. And one of them is the paycheck.
