I am not sure what does NCMP mean.
I know that NMP means nominated mp.
NCMP leh?
In both cases, do they have any atom of a right to vote against a bill, any bill ?

NCMP - candidate that lost the election but had garnered the greatest percentage of votes among all the losing candidates.
Don't think they can vote on anything important in parliament.
That's the reason why it was created in the first place.

I think it's a smart move since the majority of singaporeans might actually believe this was "opening" up the political scene.
But I must admit that it looks like for the first time in a long while, the incumbent party is really, really scared of losing votes in the next election.

Just saw that guy (i think is Wee) saying how useful NMP can be for alternative views to be heard. I wonder what he feels about Opposition MP expressing alternative views for the people? Can I assume he also supports? Since NMP not power to vote against any bill, would he suggest they run for election and go into MP house as Opposition MP since it still achieves what he suggests and HAS POWER to bring real CHANGE?
So, I can only wonder unless someone informs that guy about it and seek his comments.
Can some cyber tell him on my behalf? thanks. I hope to see him run for a SMC, being impressed by his speaking ability.

It is the old days lottery sold to school kids by peeling off numbers from a chart. I think still saw them until the early 70s. After that arcade games came and they were extinct.
