Wong Kan Seng was right all this while, Mas Selamat Kastari was either in Singapore or outside of Singapore.
My guess is, he probably climbed out of the toilet window at Woodlands Checkpoint and swam across to Malaysia.
Or
He used his son's passport to bypass the Singapore Immigrations.

He would say he was correct all along, Mas was either in Singapore or outside of Singapore.
