The last time govt put out stats, it was 3.1 million citizens, 700K PRs and the rest (around 1.1 m) foreigners. of course, some of the citizens are recent converts, but only a very small minority within the citizen population. i think 2009 will see record number of PRs (likely six figure).

So the figures are 3.1 million locals and 1.8 million foreigners.
So approximately 3 out of 5 are locals.
