Yes, people do borrow from their own bosses.. and their collateral is their jobs.
There's always some form of borrowings big or small ..and the lenders usually has some form of collateral.
Even between friends and relatives.. its based on trusts. And the collateral is the relationship.
Banks are not high risk takers. Loan sharks are just another form of financial institution.

But if there be institutions that are legal and replaces the loan shark's niche.. there won't be any reason for loan sharks to exist, yes? And since they are now legal.. they will get to pay taxes.
Dubious is very subjective.
If you think the banks methods of putting a sticker on your personal belongings and sending you lawyer letters to haul you to court.. are not dubious...i don't know what is.. either way.. the legals has their way of getting back the loans and punishing delinquent payees.. and the illegals has their own illegal way of chasing for payments.
