It is sound in the sense that high ranking military officers will be kept busy after their military career.
Give them something to do.
Otherwise some ambitious figure might launch a coup to overthrow government.
Why risk coup when you can have a nice state agency career to go into after military life?
This could be one of the logic behind this practice

No one will really give a damn if they are overthrown.

Nonsense. There is no concern to worry in the US as they are not all military elites. And the fact is that ( get it in your empty head), Military is military and democracy is a different thing.

The army must be controlled, and inorder to prevent all these old or retired general from messy up with opposition against the govt, the govt must give them a resting place to keep quiet and thereby controlled the army.

Let's put it this way.
It's a practical consideration. If there are not enough post-military career options available to scholars, would the scholars bother picking SAF Overseas Scholarships?
Also, giving them post-military careers, as angel7030 said, is something that keeps the SAF an instrument of government policy and will remain as a tool. A 3-star general is not going to start a coup because he will be destroying his post-military career.
It's just that realistic.

I think that's how they can get the CDF post to last for only 1 year.
The generals will probably get pretty pissed off when the apex of their career will last only 1 year.
